The black farce over the award of Britain's first national commercial radio licence - pop programmes outlawed, delay for want of applicants, awarded, withdrawn, awarded to the runner-up - sums up the industry's sad state as local stations trot out tales of losses and retrenchment. Yet this is far from the whole story. Radio has expanded its facilities, streamlined its ownership, raised and refined its appeal. It is well placed to benefit from a revival of advertising demand as the television audience splinters. Not one local station has collapsed, though...
