Though satellite and cable have been slow to establish themselves, the French television viewer is well supplied with national terrestrial networks - two state-owned, and four private. Audience shares differ greatly. Adspend particularly on TV - has been growing fast but is now slowing. Nevertheless programme costs continue to rise and all but two networks, TF1 and the pay TV monopoly Canal Plus, have accumulated horrendous losses. A main reason: France's 'crazy' protectionist regulations on programme sourcing and scheduling, and also advertising....
