1. Introduction

2001 was a year to forget for UK domestic tourism. The rampage of foot and mouth disease (FMD) across the country was the most visible sign of an industry suffering as footpaths were closed, tourist attractions emptied and vacancy signs hung in hotel windows.

To make matters worse, and overshadowed by the FMD crisis, the high value of the pound and the boom in discount airlines meant that the British already had enough reasons to holiday...
