Despite a limited budget, the Virginia Tourism Corporation (VTC) had been a model promoter of state tourism for most of the second half of the twentieth century. In the late 1960s it began using the slogan "Virginia Is for Lovers," a phrase that became well known and served as the foundation for all VTC marketing campaigns that followed.
