THE PROBLEM
There are 21 public service bodies in Scotland ranging from the regional water boards to the Scottish Tourist Board to the various NHS trusts. In total there are over 3600 places on the boards of such bodies with appointment to them open to anyone with the necessary relevant experience and background to make a contribution to their running.
