In the Netherlands, our society has moved from a care-taking society to a more individualistic one. This is shown most in the way our costs of care have been arranged by our government. Over the years, responsibility for health costs have shifted from government to individual civilians, with the health insurance companies acting as a gate keeper between the two.
With this shift from government to insurance company (thus individual citizen) as to who foots the bill, there is a constant struggle between providing good healthcare to our citizens and keeping costs of healthcare as low as possible. This has proven to be difficult: insurance companies are not only minding the money of each insuree, but also want to show as good as possible figures to their other stakeholders. After all, insurance companies are commercial entities and are being run as such.
