SITUATION ANALYSIS

Since the early 1970s, rainfall patterns in Perth have shown a significant downward trend and inflow into our surface water catchments (dams) has been steadily decreasing (see Figure 1-Inflow Graph). As a consequence, a 30-year plan was produced encompassing the need to develop and implement new water sources (such as ground water) but also the implementation of demand management strategies.

In 1976 the State Government implemented water restrictions in Perth which involved a daytime sprinkler ban between 9am and 6pm. These daytime sprinkler restrictions subsequently remained in place...
