INTRODUCTION
On the face of it, the Internet offers an increasingly cost-effective means of connecting policy makers and citizens: a wire runs from the offices of the policy makers into virtually every school, every hospital, every workplace, and into increasingly more homes. The possibilities for two-way communication over the Internet are considerable.
