In the spring of 1987 the Media-Advertising Partnership for a Drug-Free America initiated a massive antidrug campaign that was touted as the nation's largest public-service campaign since the war bond effort of World War II. The partnership, a nonprofit coalition of advertising agencies and media companies, was formed in 1986 with the goal of "unselling" drugs to the public. Drug use in the United States had risen significantly in the late 1970s and the early 1980s, with Americans spending an estimated $110 billion a year on illegal drugs....
