INTRODUCTION
Cellular communications is the most rapidly developing sector of telecommunications in Russia. In 2003 cellular penetration reached the level of Russian wireline penetration, each covering about one-quarter of the population. Revenue from cellular communications in 2003 exceeded that of wireline communications (49% vs. 43% of all telecommunications economic sector revenue).
Wireline communications remain the basic means of voice and data transfer.
