In 1996 the ABCs' (Audit Bureau of Circulations) new sister organisation ABC Electronic, under the guidance of Richard Foan, took the initiative to spearhead a global IFABC Web Standards Committee. The IFABC (International Federation of Audit Bureaux of Circulations) is a group of 32 not–for–profit industry-owned circulation auditors based in 29 countries worldwide.1
