On 16 March 2004, the Health Secretary John Reid announced that all those people who had had blood transfusions since 1980 would be excluded from future blood donation. This policy was introduced as a measure to reduce the possible risk of vCJD (new variant Creutzfeldt-Jakob disease) transmission by blood transfusion.
