Executive Summary

8 months after the Grenf ell Tower fire, after being front page news around the world, the campaign group Justice4Grenfell were struggling to keep the issue in the public eye. Worse still, Theresa May denied the group's request for a more diverse inquiry panel.

In order to force the UK Government to debate the issue of a diverse inquiry panel in Parliament, 100k petition signatures were required. This campaign aimed to re-focus the world's media attention on the tragedy and create public pressure.

With only £5K to pull it off, we needed a strategy that would punch above its weight. Instead of creating our own attention, we hijacked someone else's. A cultural property with massive media attention was rolling into town: The BAFTAs.

We created 3 billboards outside Grenf ell, London to hijack the huge press attention being given to the film, 3 Billboards Outside Ebbing, Missouri. Mimicking the language used in the film, they read: '71 Dead'' And Still No Arrests?' 'How Come?'.
