America’s Internal Revenue Service has posted a notification on the internet that it is looking for an ad agency to create a five-year marketing campaign with an estimated spend of $80-$100 million. The brief will include consumer advertising, corporate identity branding and internal communications.

The successful shop must be prepared to enter into partnerships with several categories of minority businesses. Expressions of interest must be submitted by August 27, after which applicants will receive detailed information prior to making a formal pitch.

Under the Reform Act of 1998, the IRS is required to become more customer-focused but officials were coy about the ludicrously short leadtime for responses, saying only that a winner would be announced in adequate time for a campaign launch in January 2002.
