NEW YORK: Nielsen Media Research will next year place local US television ratings on the same 'time shifted' basis as national TV, which has been offering this data since 2007.

From January next the standard viewing metrics will include digital video played back within three days of the initial broadcast, However, the local metrics will be based on program average ratings, rather than commercial minutes used for national TV.

In January, Nielsen launched NORA, its measurement service that compiles video-on-demand usage figures from real-time transactions collected at the set-top box level.
