The recent unprecedented "legally binding" directive by the Independent Television Commission that ITV moves its 11pm news slot to an earlier hour [WAMN, 21-Jul-00], has triggered an equally vigorous response from the commercial TV consortium.
ITV announced last Friday that it will seek a judicial review of the watchdog’s directive – the first time that the watchdog’s authority has been tested in the courts.
The ITC ruling came after ratings research showed a 14% fall-off in news viewers following ITV’s rescheduling last year of the former News at Ten to 11pm. The ITC sees this as a failure by ITV companies to comply with their contractual remit to attract a “mass” audience for their two nightly news bulletins.
