In its submission to the government's White Paper on the future of broadcast and communications regulation, the Independent Television Commission has come out in support of a move that would bring the BBC alongside the telecommunications industry and commercial broadcasting companies within the ambit of a single regulator.

Other advocates for a single watchdog are the Institute of Practitioners in Advertising and the Incorporated Society of British Advertisers.

The ITC posits two models for reform: (1) An immediate merger of the ITC, the Broadcasting Standards Commission and Oftel, into a single broadcasting and telecommunications regulator; or (2) a two-phase plan moving towards the creation of a single regulator when analogue and digital broadcasting systems finally converge. It is thought unlikely this would happen before 2010.
