To the chagrin of the DMA, The Environment Agency has redefined 'packaging' to include 'con-tainers and wrapping material conveyed by the Royal Mail or other delivery services used to contain a publication' - where a publication may be 'unsolicited advertising material' - thus bringing direct mail within the new packaging waste regulations. Companies with a turnover of £5m-plus and using more than 50 tonnes of packaging annually must register with the Environment Agency and will be required to recover and recycle a percentage of that packaging at their own expense.
