BEIJING: China's premier Wen Jiabao has announced a GDP target of 8% this year, well below last year's actual econmomic growth rate of 10.7%.

The leader was speaking at the National People's Congress, where he also pledged to boost incomes and improve social services for the urban and rural poor, while guiding the economy to more stable growth.

In addition, Wen acknowledged China was failing on important energy and pollution goals and declared the country must become more energy-efficient and improve environmental protection to safeguard economic performance.
