Government advertising unit COI Communications has completed a major revamp of its media buying roster.

Four shops are to share the £89 million business. Off the roster goes former incumbent, Aegis-owned Carat; in come two new agencies, MediaCom TMB and OMD UK (radio). Incumbents MediaVest (TV) and Universal McCann (cinema) remain on the roster, although the former has lost the £36 million press account to the latter.

MindShare, Zenith Media and Media Planning also pitched for a slice of the £89m cake.

Says Peter Buchanan, COI's director of marketing communications: “After more than thirty hours of media presentations, I am confident we have seen the best that the UK media buying market has to offer.”

The changes are effective as of September 1.
