Introduction

According to a PointTopic report conducted in March 2003, Taiwan has the second highest DSL penetration in the world, being surpassed only by South Korea (Johnson and Butt 2003). In May 2002, the ROC government announced its 'Challenge 2008' Sixyear National Development Plan to transform itself into a hightech service island. The sixyear plan involves a budget of NT$2.6 trillion (approximately US$75 billion). One of the objectives of this plan is to develop a 'Digital Taiwan.' To this end, there are five goals that have been set for achieving this, with one of the most important aspects of the plan being to install broadband Internet in every household, with a view to reaching six million households by 2008 (CEPD 2002).
