An education in integration
How the Learning and Skills Council drove further education up the UK agenda through an integrated effort that needed buy-in from many interested parties
The Learning and Skills Council (LSC) is responsible for funding and marketing further education in the UK. The country had slid to twentieth in the top thirty Organisation for Economic Co-operation and Development countries in terms of adults with upper secondary education. The challenge that faced the Department for Education and Skills and the further education system in 2006 was to turn this underperformance around and help provide a competitive, highly skilled workforce.
There needed to be a sea change in the nation's attitude to skills and learning: the overall objective was to put the attainment of qualifications and skills on the 'must-do' list of every individual and employer in England and Wales.
