INTRODUCTION

How can people on limited incomes, with a reluctance to have ongoing relationships with charities, be persuaded to give money by direct debit? And how do you make an Inland Revenue scheme appealing to people who resent the Taxman?

This was the uphill struggle that faced the marketers of the COI and Inland Revenue when the Chancellor announced Millennium Gift Aid (MGA) in his March 1998 Budget. This new scheme had two very ambitious objectives:
