Often, our goal has been to improve the functioning of a market where consumer needs are not being met, through legislative means as well as by working with industry actors. At the heart of this work, though, has always been the recognition that, however effectively the industry players and market might operate, consumers will not always do what is required to ensure their interests are optimised.
