CHICAGO: Interpublic Group's Windy City outpost DraftFCB has promoted group management director Toby Sachs to head its new business efforts worldwide. He assumes the global role from Tony Weisman, who quit last year to join the Chicago office of Digitas.

Sachs' anointing was accompanied by the usual encomium.

Intoned agency ceo Howard Draft: "In filling the position, DraftFCB senior leadership wanted an individual with excellent account management skills . . . a successful new business background, a person with international experience and the ability to work across borders and cultures."

The paragon, a UK native, became a US citizen in 2002. An ad veteran of some twenty-five years (twenty of them with Leo Burnett) he will continue to operate out of Chicago
