Back in the mid–1980's, the EC first instigated settlement procedures with Japan on the issue of liquor tax. A 1987 GATT panel ruled in favour of the Community viewpoint that the liquor taxation system in Japan was discriminatory in its effect and required the elimination of all discriminatory tax.
