According to a PointTopic report conducted in March 2003, Taiwan has the second highest DSL penetration in the world, being surpassed only by South Korea (Johnson and Butt 2003). In May 2002, the ROC government announced its 'Challenge 2008' Sixyear National Development Plan to transform itself into a hightech service island.
