The report of the New Zealand Toxic Substances Board (1989) analysed data from most OECD countries over many years, and concluded that a total ban on advertising would reduce tobacco consumption by 7 per cent.

BACKGROUND TO LAUGESEN AND MEADS (1991)

The subject of this critique is a paper entitled 'Tobacco advertising restrictions, price, income and tobacco consumption in OECD countries, 19601986' by Laugesen and Meads in 1991, but as the data used were originally collected for an earlier, and widely publicized, report, some understanding of previous events is desirable. An additional complication is that most of the data used are not reproduced in the paper, and two different versions have entered the public domain.
