The Health Education Board for Scotland (HEBS) has to tackle a wide range of priority health issues, a reflection of Scotland's poor record in the health league of the Western World.

Because so many of Scotland's health problems are highest in C2DE socio-economic groups, HEBS pays special attention to encouraging attitudinal and behavioural change in this population segment.
