INTRODUCTION

The first Parcelforce (formerly Royal Mail Parcels) panel was set up at the end of 1984 for the measurement of the movement of parcels within the UK market. It is referred to as the Inland Panel. In early 1985 another panel was set up to measure the ex-UK parcels market - this is referred to as the International Panel.
