Ofgem has spent almost three years developing a major package of regulation to make the energy market simpler, clearer and fairer for consumers. Developed against a backdrop of exceptional political scrutiny, the Retail Market Review (RMR) represents the most significant intervention in the energy retail market since the sector was opened up to competition over a decade ago.
